I need to deal with the other failure, the pricey tape I used on my wiring harnesses, yes it's coming undone already, what type of tape do y'all suggest?

Tesa tape.... they come in different versions and widths, if needed.

Question: I got a explorer lower, 98 I believe, no EGR or ACT boss in the #5 intake runner, BB part number. Is it worth keeping as is and find a stock fox lower to take the oil baffle out of?
Is the fox baffle the same weeny piece my GT40 lower has?
