Fuel Or Air?

My 2000 v6 Mustang is having trouble starting, it only starts when the gas is pushed it, or if starter fluid is sprayed into the intake, it runs and idles fine it just doesn't start up right away. i replaced the TPS, IAC, ECT, changed the spark plugs and wires, I cleaned the MAF and throttle body. I have no clue what it could be. im at a loss, i read that it could be the Fuel Rail Pressure Sensor, but it does leak fuel from the vacuum port. Any Ideas?
