    The dash is welded to the body, you would have to drill all the spot welds holding it on. Would be a PITA to remove just for wiring replacement

    I would use these to remove the rounded bolts http://www.amazon.com/dp/B000P0TZZG/?tag=stangnet-20 you just drive them on with a hammer and just as long as it bites it will remove the bolt.     Maybe the harmonic balancer has spun on its hub? They are held together with rubber.

    Do you have a 50oz or 28oz balance flexplate? The 289 should be 28oz so if you have a 50oz flexplate that would cause a vibration.
