cobra brake problem, please help

hi i have installed a 95 cobra brake system on my car w/ ebc green stuff pads, 93 master cylander. problem is when the brakes are cold there isnt much brake power, and it caused me to rear end someone tonight :-(. seems when the brakes heat up the stopping power is much bettere, but still seems like the brake starts to grab but just doesent get enough bite when i stomp on them, any sujjestions??

But also what are the pads made up of???

If they are a ceramic(compound), then they won't stop you until they heat up.
