Quarter Panel Above Wheel Bubbling, Advice Needed

Well there is some bubbling starting on my left rear quarter and I need to get it fixed. Is this a common new edge problem? I'm hoping it's not too the point where I need to cut and weld in New metal, but it might end up that way. It doesn't look bad yet, but I'm sure it's worse underneath...

Wow...I can't say I've seen a New Edge with that issue. My 2003 GT that I bought new was my only mode of transportation until this past fall. And it saw a good bit of winter driving here in MD...last winter in particular. And do we ever use salt on the roadways around here. Granted, I did run it through an undercarriage wash as soon as possible after driving through the nasty conditions so that may have helped it some.

Oh, and its always been parked outside.
