Side View Mirror Cable Issues

OK so my side view mirror was stuffed with paper in what I can only assume was an attempt to keep it in adjustment, so I took it apart and found that it looked like the cables attached to where stretched out, I couldn't find any way to tighten them up when I realized that it is most likely missing parts, does anyone know how to go about repairing this issue?

I'm not sure if you can tighten it. I had the same problem with another car's driver's side mirror a long time ago, never could figure out what to do with it. I ended up getting another pair that wasn't so loose. So if yours is the passenger side let me know-I have an extra laying in my shed doing nothing-you're welcome to it for shipping cost....
