Tuning 65 1bbl 200 I6

I picked up a 65 with a rebuilt 200 and rebuilt carb, everything installed but not tuned. I have the engine running, but it is poor. Is there a tech sheet or a step by step to tuning these carb/ign advance setups thst I can follow. So far I've found bits and pieces explain how they work, but not how to tune. Any help would be appreciated.

It's all original. It's just not bench set. It will idle when warm, but won't start when cold, I readjusted the choke as it wasn't closing to just open from full closed when cold. It does open when warm, and moves freely, also doesn't seem to have high idle set, as I have to hold 1/3 throttle and feather it till it idles. Then when warm, it surges when trying to maintain speed under load
 
ok, you need to take timing readings at idle and 1000, 1500, 2000, 2400, 3000 rpm.

you also need to check the timing while cranking the engine and at idle.

surging is often fuel related like too high of a float level or incorrect size jets.

post photos of a couple spark plugs and we can possibly see if its too rich or not.
