All of them come that way. No deterioration. I used a sharp utility knife to clean up the edges. It looks like someone at Ford just hand ripped the rear fender well liner.

My guess would be to avoid the added time/cost of adding an operation on the production line to clean up a part that is installed in a place where aesthetics usually don't matter. To me, that looks like leftover material from process used to make it...or what BCFDT-10 suggested.
