Depending on the year...but mostly that's true. When I used to have my GT, (04) with 4.10s, the stock 94-95 Cobras were pretty easy, but 96-98 was all different.
If he meant 275 fwhp, then may be, but most people talk in regards of rear wheel, not fly wheel hp. So by that way of thinking, yah 40RWhp is a giant difference.
It's still a Cobra, and that is what matters.... just not a very powerful one stock.
Although you free up some HP, that is not really the good thing about pullies. They free up torque, which as the big man says.."wins races". You will be fine, and probably notice a difference. They are a good investment if you are going to stay N/A.
Simple formula..
low revving GT........ H pipe (more low end torque)
high revving Cobra...X pipe (more high end pull)
At the same time, for sheer cost, a Mac h pipe is about as cheap as it gets, but there may be some fitment issues.

Bassani mid lengths FTW. They bolt right up to my bassani x pipe.... Most exhaust people will tell you that there is hardly any difference in the bassani mid lengths and long tubes power wise.
Btw, I have the catted x pipe and the cats are the lowest part on my whole exhaust. I never have...
