    Does not matter if it is or not, it goes under the rubber piece that is in the cap from the factory

    yes they are on with double sided tape. they are made by cervinis, so they fit perfectly flush. i have gone 150+ and all my scoops are still on. this is one of the reasons i like cervinis, they actually wind tunnel test their stuff before selling it, unlike most companies.
