    Just start with the Cranks but no start checklist. Regardless of how or why the engine won't start, the same rules should apply. The only time i've personally seen water cause an issue is in the distributer, but as you suggested yours is covered.

    Looks like those heads were designed to clear, but you always have to check. I also would not be using those heads with an F cam. Only do this once, use a custom cam with them. It's not like you are using a $200 set of gt40p heads.
