    I have heard this about the pcv wont work if venting from the oil filler neck to the atmosphere, but I can't understand why... The pcv is connected to vacuum from the intake, so what is the problem if the inlet from the oil filler neck is blocked on the TB? There is no vacuum under the valve...

    Code 23 is: "TP out of Self-Test range" Code 31 is: "EVP or PFE circuit below minimum voltage" So for 23 you need to check/adjust your throttle position sensor to be within 0.8 - 0.98 volts. Code 31 relates to the EGR valve, but cannot help you on that one...
