How was the fit on tour pipe? That may have a lot to do with it. My Magnaflow fit perfectly. The old mid pipe bolts were not rusted either, so that helped.
The belt should be able to turn about 90 degrees.
This is a problem with the alt or wiring. As stated above, get a free test done at any number of parts stores.
Not at all. The belt systems on these cars are self adjusting. Furthermore, the belt would make a chirping sound if it was loose.
On top of all that, if it was loose it would be spinning slower causing a low charge. Still, I don't believe it.
There's no way if knowing if they can be fixed without seeing them. A tire shop should have been able to tell you.

I'll have to find pics of my old Saturn. I riced it out and the trans died when I was screwing around in the snow. 150k I think. I beat the piss out of it. I had to change the shift cables twice.
I'm in almost the same spot. I saved up about $7k to boost my car, but I'm debating if its worth it. I'm thinking about selling and getting a better platform to build on. I don't really feel as though this car is fast or nice enough to have weekend only status.
