The plug melted in mine and caused a random fuel pump cut off situation. Since I have a battery cut off switch on the back of the car, I just bypassed the inertia switch.

I dont think anyone should throw a bump steer kit on a car just because they think they need one. You need to measure the bump steer first and go from there.
It'll get just as hot no matter if you have the restrictor or not, it'll just take a little longer with it. The restrictor just keeps the pressure down so you dont end up having to replace the heater core again in a few years.
Putting vacuum to the EGR valve will open it, there is no vacuum going to it at idle so it should be closed.
I use a smoke machine at work all the time to find vacuum, exhaust, and evap leaks. It works well.
What kind of mass air sensor do you have, what size injectors do you have, and is the MAF sensor calibrated to the injectors? If everything else is fine it sounds like there could be a mass air flow sensor problem.
