    CC plates are never neccessary but definitely a good idea if you want to do it right. I would say its well worth the cost for the safety and better tire wear.

    Well, that's true. However, illegal aliens and tweakers don't pay restitution. And thats the prevailing attitude with the officers, trust me. You can fine them all you want, write them a million tickets, tow their $200 car, and they are back on the streets again, causing a net loss for the city...
