    The actual ignition switch (not the key part) is notorius for failing after a while on these cars. I've had two in my 87 coupe so far... Same symptoms.

    Stock is 10 degrees btdc. If you can't even get it to that then either the distributer is off a tooth, the camshaft was installed incorrectly or timing chain has stretched or jumped a tooth, or the balancer/timing marks are wrong. Or all of the above. I'd bet on the camshaft being in there...
