I had the same issue with the driver side tip not tightening down onto the pipe. Id adjust it, tighten it down, and drive it around to find that the tip would move right back. I just had it spot welded to the pipe.

No I didnt make it functional just because it rains here constantly in the summertime. I didnt want the water running down on to the motor and the spark plug wells. My car gets really pissy when that happens. I think I may however get the body shop to paint the backside of each louver black...

Yes it firms up and quickens the 1-2 and 2-3 shift. There is still somewhat of a delay but you can definitely notice the difference between it and stock.
I have stage IIs on my PI swapped 96. I dont think Ive lost any low end. It feels a little sluggish below 2k but with 4.10s Im hardly below that anyways.
