    With the car sitting as you describe, I would definitely change the fuel filter. Even with stabilizer, there can be crud plugging the filter. It is a cheap item especially if it solves the issue.

    Use a volt meter to check to see if there is power getting to the starter when the solenoid clicks. If no power possible bad solenoid....if power is present , possible bad starter.

    I doubt water got anywhere to cause issues. Check you air filter for stains from water for one check. General appearance under the hood should also show water trails if any got under the hood. Check the IAC for oil deposits...if the car was driven daily but then parked for a few days, this oil...

    Probably should empty the tank and drop it to check for power at the pump. If it has power, replace the pump.....if not, do more research before throwing parts at it.
