    450 at the crank or at the tire ? 450 at the tire wont live long without doing a forged shortblock before adding a blower is the easiest way to get that kind of power out of it , you can probably get close to 450 at the crank which will be around 400 and change at the tire with the stock engine...

    dyno & tune or not?

    If you already have a chip usually its between 250-400 , if you dont already have a chip its going to usually run 600-800 bucks depending on your location , I usually do $450 but that includes Moates chip for cars that I can get done in a timely manner.

    I wouldnt add spark globally like that , usually you can adjust spark borderline table and redo the timing ramp , I normally get peak power around 31 degrees on aluminum headed cars depending on compression and what heads they are , trickflow heads sometimes will peak out at 29-30 degrees , cast...

    As for the MAF situation , use the stock one till its pegged then upgrade if needed , most built 306s can get back with a 255lph intank pump and 24lbs injectors , I just had a car go 314rwhp on stock MAF without pegging so changing the MAF is not always needed

    Leave the EFI on it , and either learn how to tune it yourself or have a professional tune it , just make sure you research before going to get it tuned , some guys know what they are doing and some dont , just ask for recommendations of local tuners on here before hand

    Injector needed depends on overall output of the engine , if its under 400rwhp the 36s will be just fine , if its over should go to 42s , if its closer to 500 then go to 60s

    I am not sure with your helicoil situation but sounds like you need to pull valve cover and or that cylinder head to do more inspection
