    i am sure it will pass smog, they probably just didn't spend the millions in testing to get the C.A.R.B. cetification. If and i mean "IF" a smog shop noticed that you changed the intake and it does not have a C.A.R.B. sticker they can fail you, but from my experiance you will not run into that...

    I dont think anything is wrong with your car at all, I live in Los Angeles and with all the traffic and stop and go I am extreemly happy when i get 13 mpg, and 11 is not out of the question. To prove a point go take your car on a long highway drive and reset your MPG gague, on my GT in the city...
