    You now are hopefully breathing better (or, your car is, anyways) If your MAF needs cleaned, it will show up, could be your problem. The line you talk about is part of the EGR system, I think. I cut mine so it was a close fit, then put 3/4" hydraulic line over it, with a couple band clamps...

    Your "new motor" was built with a 50oz balance bottom end? Or 28oz? You need a balancer that matches, if thats the problem, make sure you get the right one, your flywheel also must match the balance of the crank. Also, did you index the bellhousing to the new motor? Just some thoughts...

    If you shop around you can find new 13" front kits for $299-399, and rear kits from Baer are around $199.. Mine were about $600 for all four corners, with SL/CD rotors. The Cobra's will NOT fit under a 16" wheel. Tried it just to see. I autocross with the local SCCA club, go every other month...

    steering wheel play in column

    It would seem to me that welding the slip joint would be bad.. It's there to keep the column from becoming one with your chest in the event of front end collision, and, it would make it a lot harder to change the rack and stuff when you need to. IMHO.
