    If you have the dash out, you should be able to see the switch on top of the steering column. Check for 12v on the switch in RUN with your volt meter. The Red with green strip wire should be wire # 16 to the coil. It "may" also be a pink wire at the switch...I have seen it both ways.

    You're missing the two small claw clips things that slip over the studs. They will turn on the stud one way to slip past the edge of the opening (or put on from the back) and turn to overlay the backside of the dash opening. Tighten down the nuts and it will draw the plate up to the dash.
