    Yellowstang, by any chance are you running solid core plug wires? If so, change the wire between the coil and distributor cap to a resistor type. (You can keep the solid core wires that go to the plugs.) This should solve your starting problem.

    The water is entering at the seam where the light lens joins the reflector. Using Ponycar's suggestion of drilling a hole will remove the water, but you need to keep the water out so it won't blow your bulbs. I used a bead of clear silicone around the seam to seal mine; works great.

    Problem with my 92 2.3

    Sounds like the trouble starts when it goes into closed loop. If the ICM is OK, then I'd look at the MAF being bad or dirty. Symptom of a MAF problem will be a loss of power above 2000 rpm.
