    If you installed offset bushings in your rack you are going to need to check your alignment - these bushings will affect your toe.

    If they are te same dimensions and the aluminum one weighs less then it will have a lower moment of intertia. If it's interita is lower it will require less torque to accelerate it and horsepower is a function of torque and RPM, but in my opininon it will be in the noise. Walz

    You woulnd't need the toe bar to put the bumpsteer kit on, you would need the toe bar to check your toe after you put different outer tie rods on the car. If you have a toe bar you can check the toe before and after. Walz

    If you are just cleaning up the motor i would say that you are fine with your piston to wall clearances - Just make sure you gap your new rings correctly. I think that you'll be fine milling off 0.020" as well, just make sure that your pushrod length is fine when you put it all back together...
