    Remove the belt, clean down all of the pulleys real good, especially the idler, and do the same to the belt. Make sure it doesn't have any cracks oneither side. I've got the same issue in my folks' Sable and I just bought some carb cleaner to try out on it.

    I removed the PCV from my car, put a breather in both VC and capped off the opening on the upper. Too simple, and no more oil where it does not belong.
