    Swapping the tack and Speedo locations

    I suppose it's not impossible, but the metal housing is different for the two different instruments, so you'll have to fab someting to make it work. Also, in my car the speedo cable would probably not reach around to the other side.

    Brake line Question

    All the above...not a proportioning valve, just a distribution block with a little float in between, if it moves too far one way (usually due to fluid loss or brake failure), the float blocks fluid from the offending section and illuminates the dash warning light.

    Another thought is the resistor to control the various motor speeds. If the motor is blowing, but too slowly you think, that resistor on the front of the heater casing could be bad. I'd suspect the motor first, but it's another thought. Good luck!

    Any particular reason why? I'd think you would want the longer run of wire to be hot only when the switch was on (relay to light), instead of always hot (batt to relay).     I don't think you need 4 relays; I did mine with only two. One relay for both lights low beam, one for both lights high beam. Maybe I've missed something, but unless you're doing something tricky that will do it.
