If he can get the necessary HP out of the 2v and have all the right components, its possible. I don't know if the 2v block can handle that much HP though. He might be able to find a used 4v and build it up. Like I said, all it takes is money.
Do a search for open road racing. There are quite a few 94-98 Cobra's out there that are in the unlimited class. This class is 200MPH and over. I read an article about a Cobra with only 550HP doing it. Most are putting out around 600 to 700HP. You will have to spend around $5000 to $10000...
I don't live in Chicago, but I went with FormulaOne Tinting. This is a high quality tint that has a life time waranty. You should be able to go to their site and lookup installers in your area. I got the top of the line and it was bout $400.
You might do a search, but I remember this being discussed before. I'm not sure if anyone on these forums has purchased it yet. The only problem I see it having is heat coming up from your radiator. If it had some shielding it might be pretty good.

It could be some serious detonation. You said that your spark plugs wires were extremely hot. You should pull the spark plugs to see what conditon they are in. With really bad detonation, you can burn the ends clean off. I would think that the wires would get hot in the condition you described.

I noticed the interior too, looks like he had it sitting next to a volcano with ash fallout. Same goes for the engine bay. I don't remember every see a powerdyne on the right side, but doesn't mean it isn't.
I had mine in the garage for a couple weeks on vacation, had no problems starting. It purred like a kitten. I wouldn't go more then a couples of weeks. You will still have to have the oil changed even if it is sitting.
