Check your clutch cable. Mine felt really stiff initially, but after the clutch cable failed and I installed a new one, pedal effort went down significantly. Now it's noticeably lighter than stock
The E7 heads will work fine with a carb, plenty of guys over in the fox forum have swapped to carb.
If you are going to machine the heads, I'd recommend talking to Mike Schultz aka "Thumper460". He does some awesome work with E7's.

Try replacing the clutch cable. I thought the same thing about my KC clutch after I installed it - then I put in a new clutch cable and it made a *huge* difference.

I replaced my stock H-pipe with 4 cats with a new one with 2 modern cats that don't require the smog pump.
I ditched the smog pump and still sailed through emissions....and with a 331 no less
Once you get one, you'll never go back to hand polishing. I'm thoroughly addicted now :D
You might want to visit Meguiar's Online and do a little homework. It's a great machine that produces excellent results.
Well, I've had really good results with two 331 shortblocks from M&R engines. They are in Glendale, CA but their shipping is reasonable and their prices are very competitive.
