If you go the DIY route and just buy the PIP sensor to install yourself...make sure you get a motorcraft PIP sensor...I'd stay away from silverbrand or any other cheaper sensors.
If I were you I'd just buy a distributor and be done with it

Generally gear installs will run you around 600-800 dollars. Most shops are gonna charge you around 5 hours labor. Factor in the price of the gear, and the price of the bearings, and the price of fluid and friction modifier......not quite that cheap. A professional shop will also have a pinion...

That really sounds like a mass air meter or a huge vac leak.
The fact you hear whirring really makes me think vac leak somewhere....
There's gotta be something your missing somewhere.....it's prolly something stupid....it always is
check your bolts and make sure they're tightened nice and snug
also, in addition to the sensors I mentioned above...check your cts....coolant temp sensor that was on the heater tube.
Check for vac leaks between the upper/lower
make sure you didn't stab it wrong. Take it out, turn the engine over by hand til it's at tdc on the compression stroke. Put your finger over the spark plug hole and you should feel a lot of air rushing past your finger. Wait til it gets to the point where you don't feel anymore air coming out...
could be a couple of things.
Check to make sure your pcv hose is hooked up, checked IAC, ACT, MAF, and TPS sensors and make sure they're plugged in.
Check to make sure your bolts are tightened down on the intake.
