    Pypes high flow 3'' Im gonna play with the tune at idle and see if i can take care of it that way... Its the fact that im in a low load situation. Ill probably lean it out a bit and add some more spark. This way the exhaust is nice and hot and should warm those cats up.

    Cut it off flush and drill it out. I assume you have tried vice grips with the torch? Then just weld in a new bolt/threaded rod.
