If you have fuel pressure and spark, are you getting fuel through the injectors? Also, does it have any compression? Timing belt being off a tooth or two can cause low compression and no-start condition. So can stuck valves and I've seen a few Lima 2.3's with valves stuck open from sitting...

when you have it tuned, the maximum MAF flow is a very good indication of how much HP it makes. If you have a tuning means (QH, etc), you can log maf and get it from there too, or at least get real close.
Depends on RPM capability. If your engine can spin a few RPM (6500+) and still make power up there, first gear might not be as useless as you think. Also depends on the converter and the programming of the 4R70W.
