    Rocker arm issues

Basically you can't just start tightening them, you need to follow the firing order and do them in order, you haven't tried to drive the car yet have you?

    I got a ticket/advice?

Why would you say it doesn't get put through if you (overpay) and don't cash the returned balance, unless your cops are dirty and keep the extra, I bet you are wrong about that one, I don't care if your police officer dad did tell you that. I have heard of some stations not putting things on...

    Anyone have a SuperChip?

 true, don't but a plug in chip, they do nothing and know nothing about the combo you are running, so how are they going to make your car run better? Your best bet is a custom tune, they are well worth the money in my opinion:flag:

Where did you set the timing at without the spout connected? Check the wires that connect the spout for cracks or spots that could be grounding out on something also.

It does sound like valves were tightened way way and way too tight. What cam and rockers did you add, mainly what type of rocker, pedestal or stud mount?

    Is this normal?

I agree, I was just saying that because some shops will say it is a driver created problem and try to charge him again. If they will cover it for free then take it back to them, if they won't, it is an easy fix.

    Is this normal?

I agree, whoever built it may not have shimmed the clutch pack as tight as possible. No need to take it back to the shop unless they will tighten it up for free, you can shim it tighter in your driveway if that's what it needs.
