    Seattle has a smog inspection which includes a tailpipe sniffer and under car inspection only. My XR has a full 3" exhaust including a 3" cat, so it passed no problem. It was actually way way way under for all the sniffer stuff too... I guess it helps that it's only got 59K original miles.

    I thought about building a cheap and different 2.3T car for a while and finally just decided to get an XR4Ti. I love it. 225+ hp (with a 3" exhaust, ECU/VAM swap, K&N filter, and an intercooler), and it's got IRS and 52/48 weight distribution too. It's a lot of car for $1700.

    Come visit the classic forum for sure. As for typical causes of engine lock up, it may be a stuck starter, but more likely the cylinders have rusted from sitting. It may be possible to run the oil pump a bit and try hand cranking the motor back and forth a bit (with a breaker bar on the crank)...

    I own a set of OEM '04 Mach wheels and the inserts are a semi-metalic gray/charcoal. They are not as dark as the first image you posted makes it appear, and depending on lighting angle, they're not as light as they appear on the second pic. You can see some blurry pics of mine here...

    A couple comments... First, I understand your concern about using spacers, but I'm not sure you need to be. I too was concerned (I am running '03 Mach 1 17" wheels) but after a bit of research I felt better aobut it. See, spacer adapters like we're talking about are common in lots of types...
