    tensioner pulley...

    Yes, the pulley is supposed to spin. Watch out when changing the pulley though, it is a reverse thread bolt. All it means is that the bearing is seized up, no larger issues to be concerned with.

    Absolutely necessary? No. Is it a very good idea? Yes. Otherwise you'll have to run with very low initial timing, which will affect how the vehicle responds and operates w/o boost.

    I'd increase the fuel pressure to 45 vac. off and adjust it down if necessary. 38 is too low..

    Is your fuel pressure with or without vacuum? Put a fuel pressure gauge on it, and see how it does when its running. What intake manifold are you running? Did you do a tune up when you changed the engine? Was timing set with the spout connector out?

    The idle air control is located on the throttle body, not where you'd previously mentioned it. Plus, what is your fuel pressure set at?
