The back shaft is connected to your clutch pedal. The front shaft is stationary. The quadrant pivots on the front shaft and is lifted by the rear shaft.
Okay, unless this is a hole for decoration or something, you must be talking about the mounting holes. There are two pins from which you took off the stock plastic quadrant. The new quadrant lines up with those two pins and slides onto them.

Anyhow, as far as your question on the clutch cable, sometimes if you do not route them correctly, bind will be the result. This translates into a "harder than normal" feeling pedal.

IMO Mean Green makes the best starters. The solenoid is internal and you can mount the starter away from the headers so heat-soak is never a problem. They run $249 but are well worth it.
