    There appears to be more missing than just the wiper switch. Most of the bottom half looks hacked out. Compare your parts car and literature to figure out what you have or need, then get back to us with what you surmise.

    Headlight switch may be faulty or a bad ground in your dash cluster. The screws that go through the plastic bezel have to have good contact with both the steel structural dash and the retainer/guides providing conductivity between the mostly plastic cluster and the ground structure.

    There are many variables on your question. What year is the car you are putting the 69 spindles on; and what year brake system are you ordering. Bottom line is that the '65 and '69 spindle geometry is quite different, but solutions are there for you to make a new system work.
