    Yes you do. I ended up using a breaker bar and socket to twist the spot welded nuts off of the brackets, reinserting the bolts and installing the supplied nuts.

    I just noticed something about that Handler. It has a replacement steering column - it's a tilt column. From what I remember, tilt wheel wasn't an option for the II. I wonder if the swap is documented somewhere in that paperwork....
