    when you put the top gear and bolt on it cant move anywhere it gets sandwiched then held in place by the dampner snout pushing the bottom gear tight against the crankshaft.

    I have had mixed reviews with bolt down rockers i have had sets from the same co. be quiet and the next time noisy. try taking some shim out from under it once remove .020 or so and try that. as far as the stock ford roller lifters we spin them in NMRA PS to 8,000 and above and they are tough...

    what is your endplay? are you binding up on the thrust? if you are lubed and and have .002 of clearance you should spin. also its not gonna spin like its on roller bearings it will have some drag to it.
