IMHO, the rocker is not the problem here. You need to verify what the proper pushrod legnth is with an adjustable pushrod and a solid lifter.

Not necessarily, Deck height could vary, lifters will vary, and head gasket thickness could vary. Add them all together and the legnth will probably be different. When building a engine this is one of the things you always check/measure.
No they are not necessary. They can help with realigning the tie-rods when a bumpsteer kit is used on lowered cars. But most bumpsteer kits have adequate adjustment to get the tie-rods back to the correct horizontal position.
You said your plan is to go with Edelbrock Victor Jr. heads right. If you Harlands are 7/16" stud mount rockers, yes they will work for you. Just remember you will have to measure for correct pushrod length when change everything over.

As for that K&N oil filer, it's not worth in the money. Internally there is nothing special about it. One of the best fiters out there is the original Motorcraft 1A filters, and they don't cost half as much as that K&N.
