    Do you have a multimeter? You can always read out the clutch switch. It will read open with the pedal out, and near 0 ohms with the pedal (or switch) made.

    You can try swaping the starter relay and the horn relay and give it a shot. Also check the ignition fuses while you are in the fuse box. That will rule out the relay. If that doesn't fix it, then i'd look at battery cables, specifically the ground cable.

    If you're at 40+ when driving around I'd say you are probably ok. An old rule of thumb was 10psi for every 1000 rpm. Doing a compression / leakdown test is not going to show any problem with the oil system. My old 87 notch with a 351w used to idle at 15-20 PSI when heat soaked.

    I still think it's a lifter bleeding down being that it goes away after running for a bit. Either way it's still and easy fix. Do as Karthief said. Pull the covers and inspect the valve train.

    That is most likely the culprit, unless the top of the tank is rusted out which I doubt. The filler neck seal is a cheap and easy fix.
