Engine 1990 mustang GT no signal to fuel pump and not pulsing injectors

I am new to all this and this is my first time on stangnet anyways I have a no start problem the car won't turn on the fuel pump to prime and won't pulse the injectors



I just recently sent the ecm out to get it rebuilt because the capacitors blew and it had symptoms of a blown internal ground. The car ran before I sent the ecm out but didn't run right. Now it won't run after I got the ecm back



The car has good consistent spark and will fire off starting fluid. I can get the fuel pump to run by jumping it that's how I know the injectors aren't pulsing



Anything helps not really wanting to go through the whole checklist kinda looking for a way to eliminate the ecm or to pinpoint that it's the problem

I had disconnected the map and other sensors necessary to test the ecm internal ground but I made sure to hook it all back up before I put the ecm back in the car. It a bunch of running problems and had code 18. Worked on it all summer and got that to go away and figured out that the ecm was bad and now it won't run.
 
I had just put a new distributor and tfi and pip in, A whole unit and that's what gave me my code 18. I put the old distributor back in with the new tfi and it got rid of that code and it ran fine besides a code for map sensor which I narrowed that down to the ecm. Got it back from cardone and now it's having the new issue as I described. The car shows no codes no check engine light no anything.
 
Ok had the day off today decided I would give the crank no start checklist a shot but it was no help to me at all. I went through every step and made sure not to skip around and still nothing. this has got me stumped. Got a set of noid lights from my local parts store and the injectors are indeed not firing along with the fuel pump not running. I am completely out of ideas on this

I was gonna suggest noid lights but at least you know, something in between injector harnesses and the wiring from the ecu. Send it back!

Yes I believe. That diagram shows that there is supposed to be a ground wire in pin 20 but I would just like another opinion but if there is supposed to be one then the one in my car was either removed or is missing. Another opinion would be great I just don't wanna go throwing ground wires in where they shouldn't be and fry the whole car.
