from what i hear, the reason the 428 produced more power than the 390 was because it first had better heads, then better everything else
so basically, an aggressive combo would probably do it
large cam, nice intake, top of the line heads, headers... the works

yep, the first thing you need is good heads. an engine has to breath to make power, everything you do to that end helps. you will also need a cam in the .575-.600 lift, and 235-250 duration @.050 range. for a carb use a 750-850 cfm carb. headers need to be at least a 1 5/8" primary tube with 1 3/4 being better. top it of with a victor jr intake, and you should in the neighborhood of 500hp.
