69 351 w comp or stroke it

I have a 86 stang LX with a stock 69 351w in it and a ford toploader it is for drag racing only I run in the Rocky Mountain Stick Shifters {RMSS} and ET class in Denver CO. it runs in the low 13.00 I would like in to run in low 12.00
it needs more comp now about 9.0-1 I have a set of wpd heads 64cc
can i get new piston and rods to bring it up to 11.5-12.5 or stroke it to 408
what is the best bang for my buck. I would like to turn 7000 to 8000 rpm for each shift point
