97 gt electrical problem

alright ive been working on this problem for a few days now.

at random times my radio will decide to cut on and off. but its not the radio its just losing power.

the problem happens also when i have lights on and roll my windows down. but then again sometimes it doesn't/. also when it does this the volt meter goes down.

i has the battery and alternator tested and they both are in working order.
could this be a bad ground.

any help would be appreciated
