Allocation changes?

Any concrete news on revisions to the allocation method? There was the old version which gave 2 to an SVT dealership, 1 to an SVT Focus dealership, 1 extra if they had the presidential award and then share of the nation.

Latest I've heard about gives 1 to every Ford dealership regardless if they are SVT certified, then the remaining to SVT dealers and presidential award winners.

Which one will it be?
