I have been doing quite a bit of research on cam swaps since I have a pair of CompCams sitting in the garage waiting for install. Most people say that this tool is a waste of money. You might want to post over at Modular Depot or search thier old posts as quite a few guys over there have done cam swaps and they aren't on this board much. The only specialized tool I plan on using is the valve spring tool that is specifically made for the 4.6L
Here is a link to a good article about swapping cams. It deals with PI cams in 96-98 'Stangs, but would apply to other cam swaps as well. He doesn't mention the locking tool in his tool list either.

I have done the timing chains in this motor before. It can be done but it’s just a pain in the ass to keep everything from moving by your self. I’m trying to make my life easier. Last time I did it the motor was out of the car and I used clamps to hold pressure on timing chain to keep it from move it but this time I’m going to do while the motors in the car so I going to have less room but if I found the tool for $60 or so it would be worth it just to keep thing easy. But I will go over to the other site to do a search to see what I can come up with…
