the states DMV site should give you an idea of what you need to make it pass, and if not, the testing center certainly will.
i would find a stock h-pipe and swap it out until you pass emissions, then put your other pipe back on and release a couple cans of aerosol into the atmosphere to pay the state back for the 10 minutes of bull**** that they made you take to swap exhausts. works every time
find a mid pipe with cats on it
Ha, i saw that once. Buddy got a custom exhaust from headers back with flows and tailpipes on.
5 months later we needed to drop the trans, and discovered it was all 1 peice
As for requirements, you need cats, mufflers and tailpipes must extend past passenger compartment. (hatch is considered passenger compartment)

as for actually passing emmissions also depends on the state. Here in MA, pre-OBD cars no longer need to pass the sniffer...but still need to have cats.
You need cats period..even if your state doesn't inspect.
GT turndowns are legal. No need to worry about that. Basically turndowns before the axle usually fail.
High flow cats are legal and do flow better.
Sound is measured with a Decible meter.

Once you put the cats on with any muffler it won't be loud enough to fail. What state are you going to? What school?
