Front bumper removal help

I'm taking off my front bumper and can't for the life of me get those 2 ****ing tabs on each side below the headlight pushed down, that's the only thing thats holding me back right now. All other screws have been removed, also i broke those 2 rivets at the top next to each headlight. Will a rivet gun and new rivets solve that?

Which year? On my 2000 there are two 10mm nuts holding the sides. You reach them behind the wheel well splash guard... did you undo those too?
