If I zip around a sharp turn mine will do that for maybe 10 or 15 miles and has since it was new. If it is staying at low most of the time, then it could be a sending unit in the tank or the stepper motor in the gauge.
 
Could very well be the stepper motor in the gauge. Mine was showing all kinds of weird readings for a couple months then stopped working altogether, followed by one of the other gauges (can't remember which one). There are places that will replace the stepper motors if you send them your cluster for $50-60, that's what I did.
 
stepper motor ??....is that the instrument gauge regulator ?

They're the white coin shaped electrically operated motors that drive the gauges. Each gauge has one mounted on the back of the gauge cluster. If you're handy with a soldering iron, you can change them yourself. There are instructional videos in YouTube for this procedure. It just takes a little time and patience.
