Some are and some are not. Get one that is variable then it's not really a problem. It only needs to go fast enough to move warm air... that's it. It doesn't have to "cool" anything. the laptop fans will do that.
This thing is insane!! The display clarity and colors are impressive. In the process of transferring all my old data and setting up basic software. Worth every penny!
